This that and the other thing. Though there might be more of this than that. And little of the other things. Maybe.

So I start at 1?

Just a heads up for yall. When someone asks you to number some pages in the bottom right hand corner as you would read it, that doesn't mean write the page number in the bottom left hand corner, sideways.

Also when told that each packet begins at page one and that each packet will end at page 25, it does not mean you start on page one on the first packet, page 25 on the second packet and page 50 for the third. It's not like the packets were all bound together either. They were all separate.

I never realized writing page numbers was so befuddling.
Comments:
Obviously you assumed too much and didn't make your instructions clear enough.

1) Assumption they know the difference between Left and Right and Top and Bottom.

2) You assumed that they normally read from Left -> Right.

3) They knew what a packet was.

4) That they actually cared.

I'm sure there are more assumptions you made...not that they were wrong...but in this case it was.

BTW, sorry that you have to deal with that level of competency with a co-worker. I used the term worker very loosely.

It seems that being clueless was a job requirement in his previous position. His former supervisor is just as brain dead (and oblivious about it) as he is. In fact, she might be worse. I think her ego is preventing her from accepting her demotion in status (tho not in pay).
